The number of electric vehicles on Ukrainian roads is increasing every year. With this growth has come the need to clearly identify electric vehicles. It was for this reason that special green number plates were introduced in 2020.
But this raises many questions. Do all electric vehicles get green number plates? What standards govern their manufacture? And what should hybrid owners do?

What are green number plates and who are they for?
Green number plates are a special type of registration plate introduced in Ukraine in 2020 exclusively for electric vehicles. The first examples were presented by Gennadiy Mudrytskyi, founder of the ‘Electrocars Club Ukraine’ association.
There’s an important point to note here. Not every electric vehicle will be eligible for them.
Green number plates are intended exclusively for sub-type 1-1-2 vehicles — that is, electric vehicles without an internal combustion engine. If your car has an internal combustion engine, even as an auxiliary unit, you will not be issued with green number plates.

Technical specifications and DSTU standards
The manufacture of number plates in Ukraine is governed by two main standards: DSTU 3650:2019 and DSTU 4278:2019. These documents set out all the technical requirements for number plates.
Green number plates for electric vehicles have a standard size of 520×112 mm — this is a long format. They are made from a 1 mm-thick aluminium plate with a green reflective film.
Mandatory security features include holograms and the manufacturer’s mark. This guarantees the authenticity of the number plate and makes it more difficult to forge.

Comparison of DSTU standards
DSTU 4278:2006 remained in force until the new version of the standard came into force in 2019, but some manufacturers still refer to the outdated requirements. The current documents are DSTU 3650:2019 and DSTU 4278:2019, which are aligned with European standards.
Home: The key difference with the new standards is the stricter requirements regarding the reflectivity and durability of the coating. The numbers must remain legible for at least seven years of use.
How to get green number plates for an electric car
The procedure for registering an electric vehicle and obtaining green number plates is virtually the same as the standard procedure. The main thing is that the Ministry of Internal Affairs service centre must confirm that your vehicle complies with subtype 1-1-2.
When registering a vehicle for the first time, the following standard documents are required: passport, vehicle registration certificate, customs declaration (for imported cars), and compulsory third-party liability insurance policy.
The service centre checks the technical specifications against its database. If the vehicle is fully electric, green number plates are issued automatically. There is no need to submit a separate application specifically requesting green number plates.

Hybrids: which numbers to expect
There’s a lot of confusion here. Many owners of hybrid cars expect to be issued with green number plates — and end up disappointed.
The Ministry of Internal Affairs’ Main Service Centre has made it clear that hybrid cars are issued with standard white number plates. This applies to both conventional hybrids (HEVs) and plug-in hybrids (PHEVs).
The reason is simple — the presence of an internal combustion engine. Even if the car runs on electricity most of the time, it does not meet the criteria for subtype 1-1-2.
Some European countries have a different system. In Germany, for example, electric vehicles are issued with number plates ending in the letter ‘E’ (e.g. S-AB 4999E). In Ukraine, however, colour has been chosen as the identifier.
Where to buy and production costs
Green number plates are manufactured by licensed manufacturers in accordance with DSTU 3650:2019. LTD. ‘Znak’ is one of the official manufacturers that has been certified.

- 2 number plates — 600 UAH
However, these prices are subject to change. It is best to check the current price directly with the manufacturer or a service centre.
Production usually takes from a few hours to one day. Some service centres offer on-site production.
Advantages of green rooms
As well as providing visual identification, green number plates may offer certain benefits. However, this depends on specific local authority schemes.
In some cities, electric vehicles with green number plates are granted parking privileges or exemptions from certain traffic restrictions. However, such schemes are implemented at a local level — there is no nationwide list of privileges.
In EU countries, according to the Incentives and Legislation European Alternative Fuels Observatory, owners of electric vehicles are often exempt from the annual vehicle tax. In Ukraine, similar incentives are being discussed, but have not yet been formalised.
